The most reliable 485-x work starts with primary sources. 485X is an independent interpretation layer; the controlling law, rules, forms and agency guidance should always be reviewed directly.

Primary agency sources

• NYC HPD — 485-x / ANNY Program Benefits: eligibility summaries, registration, applications, workbooks, restrictive declarations and marketing documents.
• NYC Comptroller — 485-x Workers’ Rights: construction wage rates, notices, poster, affidavits and enforcement information.
• NYC Rules — 485-x applications: rulemaking records and the September 13, 2026 homeownership application amendment.

Recommended internal resource library

As the platform grows, create controlled-resource entries for each HPD form, rule, wage notice and workbook. Store the source URL, agency, published or updated date, effective date, applicability, superseded version and a short practitioner note. Never overwrite a historical version without retaining the old source and date.
