485-x filing roadmap: registration to restrictive declaration

A project-control view of registration, workbooks, marketing, application and the supporting 485-x record.

485-x filings should be managed like construction milestones. A missed administrative step can create cost, delay or benefit risk.

Registration

HPD states that projects commencing on or after April 20, 2024 generally must submit a registration notice within six months of commencement. Preserve proof of submission and the facts supporting the commencement date.

Docket and workbooks

After HPD assigns a docket sequence, use it consistently. Options A and B require the applicable units workbook and affidavits within the prescribed timeframe.

Marketing

For Options A/B, an approved workbook leads into HPD marketing steps and the marketing-monitor framework.

Application package

Use the option-specific application and current HPD instructions. HPD’s program page identifies the MWBE affidavit and draft restrictive declaration among the required documents.

Version control is a compliance tool

HPD updates workbooks and forms. A project room should preserve the version actually used, its source URL, download date and any later superseding version. This matters when a project spans multiple calendar years.
